The content clearly states: “Thanh Hoa Asset Auction Service Center is a public non-business unit with revenue, which partially covers recurrent expenditures. Annually, the state budget still has to provide more than 50% of the funding for the operation of the Center. In order to increase revenue for the Center, ensure the roadmap according to the autonomy project until 2021… at the same time, organize the auction of land use right closely, in accordance with the law, effectively, increase revenue for the budget, the Department of Justice proposed Request Chairman of Thanh Hoa Provincial People’s Committee to pay attention and direct Chairman of districts, towns and cities in the province, Provincial Land Fund Development Center to choose Thanh Hoa Property Auction Service Center to organize auction. Land use right for major projects in the province.
Specifically: A land use right auction project approved by the Provincial People’s Committee with a total starting value of VND 50 billion or more; The land use right auction project approved by the District People’s Committee has a total starting value of 10 billion VND or more…”.
From the above Official Letter of the Department of Justice, on 11/11, Thanh Hoa Provincial People’s Committee issued Official Letter No. 15330 to the Department of Natural Resources and Environment, in which, Vice Chairman of Thanh Hoa Provincial People’s Committee Le Thi Thin directed this Department to base on current regulations implementation of the law, study the proposal of the Department of Justice, give advice and suggestions, and report to the Chairman of the Provincial People’s Committee before November 29, 2019.
